National Leader OGC and Deputy Chief General Counsel

Leo is a government law specialist with over 30 years of experience in government legal work. He is a leading authority in constitutional law, statutory interpretation, Commonwealth financial and taxation law, and the machinery of government.

He has advised extensively on the implementation of significant government policies and programs across all portfolios, and on the development and implementation of significant legislative schemes, including the National Disability Insurance Scheme and the National Broadband Network. He has advised extensively on constitutional and legal issues relating to the Commonwealth’s power to spend following the High Court’s decision in the Williams cases, and is the Commonwealth’s lead legal adviser on issues relating to the establishment of Royal Commissions.

Leo’s extensive expertise in tax law led him to be outposted to the Australian Taxation Office as leader of its legal services group for 2 years, where he received an Australia Day Award for outstanding leadership and professionalism. He was previously seconded as General Counsel to the then Department of Employment and Workplace Relations. 

Leo was appointed as a Commonwealth Queen’s Counsel in October 2020, and was also awarded the Public Service Medal in June 2020 for his outstanding contribution through the provision of legal services to the Commonwealth.
