Senior Executive Lawyer

Naomi Carde is a highly experienced public lawyer with extensive expertise in legislative drafting, statutory interpretation, and constitutional law. With over 20 years in the Office of Parliamentary Counsel (OPC), including 12 years at the senior executive level, she has led complex legislative projects spanning constitutional amendments, national security, workplace relations, anti-money laundering, digital identity and a wide range of other matters.

Since joining AGS in 2024, Naomi has worked as a senior member in AGS’s constitutional litigation practice, dealing with high-profile constitutional disputes involving the Commonwealth in the High Court, including challenges to the Migration Act 1958, the Fair Work (Registered Organisations) Amendment (Administration) Act 2024 and the Migration Amendment (Aggregate Sentence) Act 2023. She also advises on complex administrative, constitutional and statutory interpretation matters and continues to provide legislative drafting services to clients.
