Senior General Counsel

Helen is a highly regarded adviser on constitutional and administrative law, with particular expertise in environmental and natural resources law. She advises Commonwealth agencies on complex statutory interpretation issues and legislative reform. Helen is the Team Leader of the Security, Resources and Environment team in AGS’s Office of General Counsel.

She has worked closely with clients on major legislative reform projects in environmental law, employment law, health law and maritime law. She has advised on cooperative Commonwealth–State initiatives in areas including environmental law, and advises Commonwealth clients on First Nations legal issues. Helen regularly advises Commonwealth agencies on the interactions between their activities and environmental protection frameworks. Her administrative law practice includes many years of statutory interpretation and constitutional advice, including on issues of general administrative law, procedural fairness, judicial review and legal risk analysis for environmental law legislation.

Helen’s outposted roles to Commonwealth agencies, including within the environment portfolio, have enhanced a strong focus on client service and she was AGS’s Client Service Manager for the environment department for many years.
