Healy, Jane

Jane is Team Leader for our Civil Regulation team. She joined AGS in 2013 as a Senior Lawyer and was promoted to Senior Executive Lawyer in 2023. Jane represents Commonwealth regulators in complex civil penalty proceedings and provides ongoing strategic advice on investigations and enforcement actions. She has a thorough understanding of the Commonwealth regulatory environment.

Her clients include, the Australian Transaction Reports and Analysis Centre, the Australian Energy Regulator, Treasury, the Anti-Dumping Commission, the Australian Prudential Regulation Authority and the Australian Competition and Consumer Commission.

Jane’s extensive experience includes a secondment from 2013–2015, where she played a pivotal role in successfully defending the Commonwealth’s Tobacco Plain Packaging legislation before the World Trade Organization (WTO). Her work in this high-profile case involved advising on treaty interpretation, preparing key evidence (including expert testimony), drafting submissions, and participating in trial advocacy. Prior to joining AGS, Jane spent 5 years as a dispute settlement lawyer at the WTO, focusing on trade-remedy disputes related to anti-dumping and subsidy measures.
