Elen has over 22 years of experience in government law with particular expertise in employment and workplace relations law, work health and safety law, constitutional law, administrative law, legislative development and implementation, and public administration and governance.
She has extensive experience in the development and interpretation of workplace relations legislation, including significant aspects of the Fair Work Act 2009. As a former senior executive in a Commonwealth agency, she also has practical experience in the implementation of arrangements to ensure compliance with applicable Commonwealth laws.
Elen was previously at the Australian Sports Anti-Doping Authority, where she led the agency’s legal, finance, ICT, governance, HR and test collection functions. As the most senior lawyer in the agency, she was involved in the enterprise bargaining process in the last 2 bargaining rounds, on the second occasion as Chief Negotiator.
