O'Rourke, Michael

Michael joined AGS in 2010 and is a senior member of the Office of General Counsel’s Money, Services and Integrity team. He was appointed Senior General Counsel in 2023.

Michael is a highly experienced government lawyer with deep expertise in statutory interpretation, administrative law and constitutional law. He regularly advises government agencies on complex legal and policy matters, providing strategic guidance on legislative frameworks and regulatory powers.

Michael has extensive experience in policy development and the legislative process. He has coordinated the passage of legislation through Parliament and overseen the development of multiple regulations, managing every stage of the legislative process from inception to implementation.

An accomplished legislative drafter, Michael has worked on a wide range of legislative instruments of varying complexity and developed drafting instructions for numerous Commonwealth agencies. His ability to translate policy objectives into precise and effective legislation makes him a trusted adviser in legislative and regulatory matters.
